House Strategies Group · On-Call Financial Advisory Strategic Consulting · RFP S26082
This is a working analytical platform, built entirely on VTA's own public data, to demonstrate how House Strategies Group would perform Area (i) advanced financial modeling and Area (iii) finance transformation for VTA. Every figure traces to a public source.
The picture in VTA's own numbers
Read together, VTA's public data tells a coherent story, and points to where advisory work creates the most value.
The platform
A model of VTA's largest revenue source with three forward scenarios and a 90% prediction band. R² 0.97 on 29 years of data.
3D geospatialEvery stop VTA operates as a 3D column scaled to real ridership, over the live route network.
GeospatialTransit need versus service access across 408 census tracts, with the under-served set ranked.
Interactive modelAn interactive funding-scenario engine on the real VTP 2050 pipeline, with prioritization and the O&M tail.
Financial modelThe structural operating gap, ridership recovery, and the cost trajectory sales tax has to cover.
BenchmarkingVTA against eight large US transit agencies on farebox recovery and cost per boarding.
AI & automationA working compliance-validation tool, workflow automation scoring, and indirect-rate review.
What we are bidding
Long-range financial modeling, SCIP support and project prioritization, SRTP forecasting, revenue valuation, and alternative-sourcing analysis. Demonstrated on the Sales-Tax Forecast, Long-Range Model, SCIP Funding, Network, Equity, and Peer modules.
CFO-group process improvement, indirect cost rate reasonableness review, AI and automation workflow assessment, and predictive analytics tooling. Demonstrated on the Finance Transformation and Sales-Tax Forecast modules.
This platform is the analytical companion to our S26082 proposal. It shows command of VTA's finances on day one, not a promise to learn them later.
