How we work

Portal-first, AI-enabled, on-call delivery.

House Strategies Group does the analysis before the bid. This platform is the proof. When a task order lands, the modeling, the data pipelines, and the decision tools already exist, so VTA's CFO group gets answers in days, not after a long ramp. Every method on this page is built to scale across the on-call bench for both Area (i) Advanced Financial Modeling and Area (iii) Finance Transformation.

The method behind this platform

Portal-first analytical delivery

Most firms describe what they would do. We built it. Before submitting, House Strategies Group assembled VTA's public financial and operating data, ran the models, and published the results as this working platform. The same code becomes the starting point for a task order on day one.

Built, not promised

The analysis exists before the bid

Each page of this platform is a finished demonstration on VTA's real data: the sales-tax forecast, the SCIP funding engine, the equity analysis, and the peer benchmarks. Evaluators can see the capability, not just read about it.

Traceable

Every figure traced to a public source

Numbers come from the FTA National Transit Database, CDTFA taxable-sales records, the Census Bureau, USAspending.gov, and VTA's own ACFR and SCIP. Each chart and table on the platform carries its source caption so any figure can be checked.

Refined in engagement

Public data first, VTA data next

Public data sets the structure and proves the approach. In engagement, VTA internal data (detailed budgets, the workflow inventory, contract terms) replaces the public inputs, and the same models produce decision-grade results.

What this platform already runs on, from public records

A few anchor figures behind the demonstrations. These are pulled live from the platform's data files, each one traceable to its public source.

On-call task-order delivery

A five-step method for every task order

On-call work lives or dies on responsiveness. Our method is the same on a two-week revenue check or a multi-month long-range model, scaled to the task. It moves fast because the analytical backbone is already in place.

Rapid scoping on the task order

Within days of a task order, we confirm the question, the decision it informs, the deliverable, and the deadline with the CFO group. No long mobilization.

Data assembly from VTA and public sources

We pull VTA's internal records and join them to the public sources already wired into this platform (NTD, CDTFA, Census, USAspending), so the data layer is ready instead of built from scratch.

Modeling and analysis with transparent methods

We run the model, document every assumption and elasticity, and validate against history. Methods are written down and reproducible, never a black box.

Recommendations and decision tools

We deliver a clear recommendation plus an interactive tool (scenario sliders, validators, dashboards) so VTA staff can test their own assumptions, not just read a static report.

Knowledge transfer and automation handoff

We hand over the model, the documentation, and where useful an automated pipeline that refreshes off public releases, so the capability stays with VTA after the task order closes.

Area (iii) · AI and predictive analytics

AI and automation, applied responsibly

House Strategies Group is an AI-enabled firm. GovCert.ai is an HSG subsidiary, so building, governing, and shipping AI tools is core to how we operate. We use that capability to move faster on VTA's work, with human review on every result and methods VTA can audit.

Accelerate modeling

Faster models, same rigor

AI speeds up the mechanical parts of financial modeling: data cleaning, feature construction, scenario generation, and first-draft analysis. The economist still owns the specification, the assumptions, and the sign-off.

Automate documents

Document-heavy workflow automation

Invoice review against contract terms, grant drawdown tracking, and reconciliation are rule-based and document-heavy. We automate them into auditable controls with a full exception log, the pattern shown on the Finance Transformation page.

Predict and review

Predictive analytics with human review

Forecasts of revenue, ridership, and cost run as living pipelines that refresh on each public release. Every prediction carries its error band and is reviewed before it informs a VTA decision.

AI

Responsible means auditable

An AI-accelerated result is only useful to a public agency if it can be defended. We keep the method transparent, the assumptions written down, and a person accountable for every number that reaches the CFO group or the Board. Speed from automation, judgment from people.

Scope to proof

The two bid areas, mapped to working modules

House Strategies Group bids Area (i) and Area (iii) of the VTA on-call scope. Each scope element below already has a working demonstration on this platform. Left is the scope element. Right is the module that proves it.

Area (i) · Advanced Financial Modeling, SCIP, SRTP, long-range planning

Advanced financial and predictive modeling of revenue
Sales-Tax Forecast: 29-year model, scenario band, prediction interval
Strategic Capital Investment Plan (SCIP) funding analysis
Capital / SCIP engine: project list, fund sources, funding scenarios
Short Range Transit Plan (SRTP) and operating outlook
Long-Range Model: operating cost, ridership, and farebox trajectory
Long-range financial planning and stress testing
Scenario tools across the forecast and SCIP pages, tested to a downside
Benchmarking against peer transit agencies
Peer Benchmarks: VTA against eight large peers on NTD metrics

Area (iii) · Finance Transformation, CFO process, AI and predictive analytics

An honest note on what this is

Independent, preliminary, public-data based

Independent of VTA

This platform was prepared independently by House Strategies Group from public data to demonstrate analytical approach for RFP S26082. It is not affiliated with or endorsed by VTA, and it does not use any non-public VTA information.

Preliminary by design

Because the inputs are public, the figures are illustrative. They show method and capability, not a final answer. In engagement, VTA internal data replaces the public inputs and the same models produce decision-grade results.

This is the method behind a working analytical platform for VTA.

See the sales-tax forecast, the SCIP funding engine, the equity analysis, the peer benchmarks, and the long-range model, each built on VTA's own public data.
